My Administration Is Not Against National Conference– President Jonathan

President Jonathan says his Administration had no objection to Nigerians coming together to discuss how they will continue to live together in peace and unity.

Speaking after receiving a memorandum from the Patriots, led by the president of the body, Professor Ben Nwabueze, on the need for a national conference, President Jonathan said that ordinarily, the issue of Nigerians coming together to discuss their future should not be out of place.

The President told the group that there has been constant discussion within government on how to create an acceptable and workable platform for a national dialogue that will reinforce the ties that bind the country’s many ethnic nationalities and ensure that Nigeria’s immense diversity continues to be a source of strength and greatness.

He thanked the Patriots for acknowledging the federal government’s efforts to implement his administration’s agenda for national transformation.

Those in the Patriots’ delegation are Chief Ayo Adebanjo, Chief Solomon Asemota, Engr. Chris Okoye, Chief (Mrs.) Bola Kuforiji-Olubi, Air Commodore Dan Suleiman (Rtd.), Professor Kimse Okoko and Mr. Michael Orobator

The Patriots had in the address urged President Jonathan to support the production of a new constitution that truly derives its authority directly from the people of Nigeria. Professor Nwabueze spoke to state house correspondents after the meeting within which he asked the president not to abandon the transformation Agenda for the 2015 election contest.

Ghana Supreme Court Affirms Mahama’s Election

Photo: Ghana Supreme Court Affirms Mahama’s Election

Ghana’s Supreme Court has upheld the election of President John Mahama after dismissing an appeal filed by the opposition against the mandate he secured last year.

The court ruled that Mahama was “validly elected.”
“The first respondent was validly elected and the suit is dismissed,” chairman of the panel of judges, William Atuguba, announced by a unanimous verdict.
Mahama had defeated the National Patriotic Party (NPP)’s Nana Akufo-Addo by 50.7 per cent to 47.7 per cent in the disputed December 2012 election.

But the NPP alleged the election was fraudulent, and asked the court to nullify some four million votes, alleging the result was tampered with to guarantee Mahama victory in the first round of the election. The ruling National Democratic Congress (NDC) denied the charge.
Akufo-Addo had previously pledged to respect the court’s decision. Mahama was inaugurated last January.
Ghanaians have been spellbound by the eight-month case, following it closely on radio and television, the BBC says.

The NDC argued that any mistakes made by polling station officials while recording ballots was not an attempt to subvert democracy, and there were insufficient grounds for the court to overturn the result.
The case was broadcast live on television and radio and nearly 30,000 security officers were deployed across Ghana to prevent an outbreak of violence after the court verdict.

We’re committed to effective power supply – Nebo

Photo: We’re committed to effective power supply – Nebo

The Minister of Power, Professor Chinedu Nebo has applauded the successes already recorded in the power sector transformation agenda. Professor Nebo who spoke with a cross section of the Nigerian media recently in Abuja said that slow and steady progress has been recorded especially in government’s efforts to boost power supply in some parts of the country.

In a definitive tone of assurance, the Minister stated that “we are determined to give light to Nigerians and we will surely do that”. Indeed, government’s interventions in critical projects in the generation, distribution and transmission companies have led to obvious improvement in power supply in some parts of the country as evidenced by a litany of testimonies across the country.

Recently jubilation broke out in parts of Anambra State South East Nigeria, in appreciation of significant improvement in electricity. Also two weeks ago, Mr. Frank Ilogu, Manager of the White View Hotels in Akwa acknowledged the 24/7 power supply in that city. Mr. Ilogu said that his public acknowledgement was to give kudos to the federal government and to certify that the impact has brought a lot of positive changes in the hospitality industry as funds which hitherto were used for diesel purchase to power generator sets are now being used to address other needs of the sector.

In another testimony, the Minister of Power revealed that a friend of his in Akwa called to inform him that generator sellers in that area are complaining that it has been bad business since the city recently began to receive 24/7 power supply. Prominent people in Kaduna state have also been writing to thank the federal government through the Power Minister for improved power supply in that State.

Statistics recently compiled by a power sector observer groups indicate that on the average, daily power supply in Akwa stands at 24 hours, Kaduna 22 hours; Enugu 20 hours, Lagos 18 to 20 hours while Abuja, Kano and other parts of the Federal Capital Territory gets 18 to 22 hours. On the whole, NOI Polls’ international indicate a 38% general improvement across the country.

Speaking on this development, the Permanent Secretary, Ministry of Power, Ambassador Godknows Igali described the improvement as the tip of the iceberg, assuring Nigerians that service delivery in the power sector could only improve given the attention and the energy being directed into the sector. According to him, when the ongoing critical emergency maintenance on some plants is completed, power supply will be boosted across the entire country and areas which have not started to experience long hours of power supply will begin to do so.

He applauded the efforts and the political will of President Goodluck Jonathan whom he said has since given approval for the emergency funding intervention required for the critical projects. The implication of this is obvious as dark days which characterized the sector for years will soon disappear. Small and medium scale businesses are expected to peak while economic and social activities will surely thrive on the much needed and indispensable power.

But those who may not be excited by the improved service delivery are those who are in the business of selling generator sets. Improved electricity supply in the country potentially puts this class of the country’s population out of business. When asked about the fate of the generator sellers in the country, Professor Nebo advised them to start winding up as their services may not be required in the not too distant future.

He disclosed that he stopped using a generator in his house as soon as he was appointed Minister. This he said is to enable him share the same experience with those Nigerians who experience epileptic power supply.

However he was quick to say that by the grace of God and going by the efforts of the government, many Nigerians would soon join him in jettisoning their generator sets. To arrive at the present state has not been an easy journey. This is because the Minister of Power was confronted with some critical problems on assumption of office which include, but are not limited to, inadequate funding for critical elements of the sector and zero funding of generating and distribution companies in the 2013 budget.

The zero funding was based on the assumption that the companies would be taken over by the new owners by December 2012 but this was not the case. Using his depth of knowledge and administrative competence, Prof. Nebo quickly sought the urgent and decisive intervention of Mr. President and this has resulted in the noticeable improvement in power supply in some parts of the country. The Minister has continued to focus on improving service delivery through the implementation of the transmission emergency programme as well as the timely conclusion of the privatization process, now at its climax.

Today, the labour issues in the sector are being concluded with the payment of the severance package for PHCN workers. 10 DisCos and 5 GenCos have been privatized and new owners have already paid 25% of their financial commitments to government. Official records indicate that many of the new owners paid 75% balance early this week. Full takeover of the companies is therefore imminent, ushering in the much expected transitional electricity market.

Just recently, the power reform train moved on faster, as successful bidders were announced for Afam GenCo and Kaduna DisCo. Similarly, the National Council on Privatisation, a couple of days ago, prequalified 82 consortia for the sale of 10 National Integrated Power Projects (NIPP) plants across the country under the federal government privatization policy for the power sector.

There is also a sustained effort to diversify the energy mix in the country through international partnership. For instance, Nigeria and China recently entered into a bilateral agreement with regard to power development. Power China Corporation is to establish gas–fired plants to generate 20,000MW and help raise resources to build 10,000km of super grid. A Chinese firm is to build a 1,200MW coal plant and also contribute 20-25% equity for transmission lines.

A Korean company is to provide 1,000MW of solar energy every year for the next 10 years. It is also on record that the 700MW Zungeru power plant project was recently flagged off by President Jonathan while the 3,050MW Mambilla project will soon be underway in line with the dogged determination exhibited by power sector Managers of recent, in reforming the industry. From the foregoing, it is clear that Nigerians are in for brighter days. What is required is a more dogged push as well as the support and goodwill of Nigerians for result-oriented efforts for the government to actualize its ambitious goal of providing stable electricity to all Nigerians.

Alison-Madueke: Nigeria, Angola Maintain Lead in Gulf of Guinea Oil Production

The Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, has said Nigeria and Angola are still the two dominant producers of crude oil from the Gulf of Guinea region.
Alison-Madueke stated that out of the 15 countries, which make up the Gulf of Guinea region with about 5.4 million barrels per day (mbpd) of crude oil production in 2012, both countries accounted for 47 per cent and 34 per cent of its production respectively with Nigeria ahead of all.

A statement from acting Group General Manager Public Affairs of the Nigerian National Petroleum Corporation (NNPC), Tumini Green, yesterday in Abuja, quoted the minister as saying that oil supply from the Gulf of Guinea region in 2011 was equivalent to 27 per cent of European Union (EU) consumption and 29 per cent of total US petroleum consumption in the same year.
Alison-Madueke, however, stated that such production capacity was been threatened by increasing insecurity in the Gulf of Guinea, which had also seen ceaseless cases of hijacks, unauthorised vessel boarding and kidnapping in the region.
She spoke at the First Nigerian Navy Offshore Patrol Vessel Africa Conference (OPV) in Lago, where she was represented by the Group Managing Director of the NNPC, Andrew Yakubu.

Alison-Madueke said while providing a breakdown of oil and gas operations in the region that: “The Gulf of Guinea consists of 15 countries with oil production exceeding 5.4 million barrels per day in 2012. Oil supply from the Gulf of Guinea region in 2011 was equivalent to 27 per cent of EU consumption and 29 per cent of total US petroleum consumption in the same year.

“Nigeria and Angola account for 47 per cent and 34 per cent of total Gulf of Guinea oil supply respectively. It is extremely important that Gulf of Guinea countries and their allies collaborate to police the sea lanes of the Gulf of Guinea; disruptions in crude oil supply not only affect countries such as Nigeria but ultimately have an impact on the global economy.”
In her description of the security situation, she noted that crude oil theft and illegal oil bunkering in the region had become a major source of concern to the federal government, adding that it was totally unacceptable.

“According to the US Naval intelligence report, the region in the first half of 2013, witnessed nine hijacking incidents in addition to 55 incidents of unauthorised vessel boarding, vessels fired upon and kidnappings this year,” Alison-Madueke explained.
She also stated that maritime security was not only essential to maintaining the flow of revenue from oil and gas but also impacts greatly on the region’s broader economic development, adding that maritime resources such as fish, aquaculture and an intact ecosystem directly contribute to the livelihood of many Africans.
While calling for increased domestic efforts in addressing the menace, she also said that addressing illegal crude oil bunkering is multidimensional and requires multilateralism.

The minister emphasised that reviving the Gulf of Guinea security protocol and collaboration with Nigeria and other Gulf of Guinea countries will go a long way in addressing the maritime security issues.
Accordingly, the three-day conference with the theme: “Delivering Maritime Security to Africa” was attended by navy formations from the Gulf of Guinea countries.

NAFDAC moves to ensure quality, reliable food products’ export

Worried by the declining reputation of Nigeria as a reliable supplier of quality food products to the global market and hazards inherent in food chain, the National Agency for Food and Drug Administration and Control (NAFDAC), in collaboration with International Institute of Tropical Agriculture (IITA), Ibadan, has flagged off a sensitisation campaign on mitigating Aflatoxin in grains.

Aflatoxin is a poison produced by a fungus called Aspergillus flavus, which resides in soil and dead matter in the field.

Apart from contaminating over 25 per cent maize and groundnut crop produced in Nigeria, Aflatoxin also affect many crops such as cassava, yam, grains and rice.

The campaign, which was flagged off in Abuja on Thursday, drew participants from agricultural research institutes, food industries and federal ministries.

While flagging off the campaign, Director General, National Agency for Food and Drug Administration and Control (NAFDAC), Paul Orhii, said, “Aflatoxin have been implicated in chronic toxicity and liver cancer, suppression of the immune system and stunted growth in children.

“They also pose serious problems in international trade of agricultural product, particularly grains.”

USAID to invest $100m in Nigeria’s education

The United States Agency for International
Development, Nigeria, said on Thursday that it would
invest $100m in the education sector of the country,
the News Agency of Nigeria reports.
Team Leader, Education, for the organisation, Mrs. Jill
Jupiter-Jones, made the plan known in an interview in
Abuja.
USAID is the US Government international
organisation providing economic, development and
humanitarian assistance around the world.
Jupiter-Jones said the money would be allocated to
five North-Western states of Jigawa, Kano, Kaduna,
Katsina and Sokoto to boost education.
According to her, the focus is on the northern part of
the country because the rate of education in the area
is the lowest, particularly the issue of girl-child
education
Jupiter-Jones added that the project would be carried
out in collaboration with some development partners,
such as UNICEF, Japan International Corporation
Agency and Britain’s Department for International
Development.
She said, “We are designing projects in five states in
Nigeria: Kano, Kaduna, Jigawa, Sokoto and Katsina,
through the Global Partnership for Education.
“One hundred million dollars will be divided amongst
these states to carry out a lot of activities that would
improve the educational sector of the country.
“We will invest money into these states to fill in gaps
that state governments cannot fill.
“We are working together with JICA, UNICEF and
DFID.”
She said the application process for the fund would be
ready by mid-September and that the funds would be

FG: Terrorism will soon be over (Says Boko Haram in disarray)

The Federal Government has again assured Nigerians that the war against terrorism in the country will soon be over as the designated leaders of the Boko Haram sect are now dead and most members in disarray.

The Minister of Interior, Mr. Abba Moro, stated this thursday in Abuja, while playing host to the members of the National Association of Benue Students (NUBES), Ahamadu Bello University chapter, who paid him a courtesy visit in his office.
"The war against terror is gradually coming to an end as designated leaders of the group have been killed or in disarray, and in a short while terrorism, killings and bombings will be a thing of the past," Moro said.

While lending his voice to the calls for the Academic Staff Union of Universities (ASUU), to suspend it strike, the minister stated that the federal government, as a responsible government was tackling the issue head-on and would continue to explore every avenue to bring the strike to an end in no distant time.
He stressed that while the government was making effort to make ASUU view the matter from the government point of view, he urged the students to also appeal to ASUU in order to mellow down their demands and end the strike.

The minister noted that he accepted the visit from NUBES despite a short notice to make a statement that the present administration placed high premium on youths as the leaders of tomorrow.
He said: "As indigenes of Benue State in the institution, you are an ambassador and a symbol of Benue people because your activities will portray the people of the state."
Moro emphasised that the problem that had bedevilled the country's higher institutions were cultism and examination malpractices, urging the students to desist from the two acts.

Earlier, the Public Relations Officer (PRO) of NUBES, Mr. Anthony Okoh, expressed sadness over the inability of the Benue State Government to pay their bursary last year.
Okoh alleged that the said money was embezzled by the bursary committee.
He, however, solicited the support of the minister in their quest to celebrate Benue Day in their school, which was last held three years ago due to financial constraint.

The Minister of Education, Prof. Ruqayyatu Rufa’I, said on Thursday in Abuja that French would be part of the Unified Tertiary Matriculation Examination (UTME) as from 2014 for interested candidates.

Rufa’I said this at a farewell reception held in honour of the French Language Project Manager, Mr Jean-Phillipe Roy.

She said that being multi-lingual in the 21st Century was essential as it helps individuals to operate more effectively in the international community.

“For Nigeria, the study of French language is quite a key, considering the fact that our neighbouring countries are French-speaking.

“Apart from the English language, French language is one of the major international languages, ‘’she said.

She said Roy came to Nigeria in 2009 under the 2nd Bilateral Agreement between Nigeria and France.

The minister noted that he has worked hard to ensure that various components of the project received due attention.

Rufa’I lauded his contributions to the reform of the UTME for 2014 in addition to the scholarships awarded to 16 teachers of French language to study in France for one month.

She said the project manager’s contributions, included supply of books to schools, award of Masters Degree in French as a Foreign Language and supply of DVD and CD players to the project office, among others.

The minister lauded the support of the French government to the Nigerian French Language Village, Badagry, Lagos, the Regional Network of French Language centres in Africa.

She also commended the association of French Language Teachers, and noted the proposed handing over of the project vehicle to the ministry for the monitoring of the teaching and learning of the lanaguage.

“Nigeria and France have come a long way in their relationship. It is a relationship built on mutual respect, cooperation and interest.

“I wish to assure you that the ministry will continue to be committed to the teaching and learning of French language in Nigeria and sustenance of the cordial relationship,’’ she said.

She called on the French government to introduce similar programmes to complement, sustain and consolidate the achievements made so far.

Responding, Roy lauded the collaboration between the Federal government and the French Government.

“Since I have been here, you have shown a lot of interest in what we have been trying to do in terms of decision-making in critical issues and, with your help, we have been able to keep the project on the right track.

He said that the French government has so far organised 160 training sessions in various parts of the country, adding that 4,290 people participated in the programme.

SURE-P earmarks N230 billion infrastructural development, social safety net programme

The Chairman of SURE-P, Christopher Kolade during a Press Conference held in Abuja recently has disclosed that the Subsidy Re-investment and Empowerment Programme (SURE-P) is expected to spend the sum of N230 billion on the development of critical infrastructure and social safety nets before the end of 2013.

Christopher Kolade averred that the sum of N180 billion which was approved in 2012 for the committee was not exhausted since the programme operated leisurely because of the need to make appropriate design for the programme as well as ways of implementation.

According to him, the programme is moving faster in 2013 and there are more testimonies from people who have seen impacts from the differences occurring on the roads. He added that another N180 billion has been approved for 2013, noting at the end of the year, SURE-P will arrive at N230 billion spending with favourable work environment.

“The Federal wing of SURE-P only received 41% of the fund, while 54% was shared by States and Local Governments. About five percent of the fund was disbursed to the Ecological Fund Office in order to maintain sustainable environment,” he said.

The former Nigerian Ambassador to UK while talking noted that the mandate of the Federal SURE-P is to invest on critical infrastructures like building of railways and roads across the country. He reiterated that social safety net programmes concern issues relating to pregnant women and young people under the Maternal and Child Health Care Programme as well as the Graduate Internship Scheme.

He underscored that SURE-P does not award contracts but monitors projects to ensure that work is done according to plan and acceptable qualit.

Jonathan will sign Bio-safety Bill into Law soon – Official

President Goodluck Jonathan would soon assent to the Bio-safety Bill, an official of the National Biotechnogy Development Agency (NABDA) said.

Mrs Rose Gidado, Head, Open Forum on Agricultural Biotechnology of the agency, gave the assurance in an interview with News Agency of Nigeria (NAN) in Abuja on Thursday

` `We are still at the Presidency; the bill is still with Mr President, any moment he will sign it.

NAN recalls that recently, the African Agricultural Technology Foundation (AATF) said it was collaborating with the relevant institutions to ensure that the Nigerian Biosafety Bill was signed into law before 2017.

It will also be recalled that in January, Prof. Bamidele Solomon, NABDA's Director General, hinted that the bill will be signed before the end of 2013.

Gidado, however, said that there were positive signs that the bill would be signed even sooner.

``Two months ago, we got the information that Mr President had written to the Attorney-General and Minister of Justice seeking his position on the bill.

``The attorney General wrote very positively; although I did not see what he wrote but I was made to understand that he wrote very positively for Mr President to assent to the bill.

``The ball is now in Mr President’s court, so we hope that he will sign it any moment from now.”

She acknowledged that although the agency was just a biotechnology promotion organisation, it could still function as a regulatory agency if necessary structures were put in place.

Gidado, however, stressed that the most important thing was for the bill to be assented to by the president and not necessarily who regulates or promotes biotechnology in Nigeria.

She said that Nigeria was already involved in some confined trials of genetically modified crops, one of which was sorghum, which she explained, was being fortified with Vitamin A, Iron and Zinc.

Gidado said that it was already undergoing the third confined trial after which it would be tested for a couple of years to be sure the genes were expressed in the right quantity and safe.

``In the next three months, we may be harvesting that because we are crossing the genetically modified ones with the local varieties so we can have them in our own preferred variety.

``We do not want to bring something from outside and give it to them; what if it fails. So, once the genes are expressed to have Vitamin A, Iron and Zinc, then we move on from there.”

Return To The U.S. For Your Treatment– Taraba Lawmakers Tell Suntai

Some members of the Taraba state House of Assembly have asked Governor Danbaba Suntai to return to the United States to continue his medical treatment.

Sixteen out of the twenty-four members of the assembly today resolved that the acting governor of the state, Garba Umar, should continue to serve the state in acting capacity until such a time the governor is capable of administering the state.

In a three paragraph statement signed by the sixteen members led by the speaker, Haruna Tsokwa, the lawmakers maintained that having assessed the condition of the governor as at Wednesday, August the 28th, they are not convinced that he authored the purported letter transmitted to the house of his ability to resume office.

But in a swift reaction, a former leader and current member of the house Mr. Charles Maijankai, in a telephone interview with Channels Television accused the speaker, of bad leadership and having ulterior motives.

Mr. Maijankai says the governor is fit and capable of resuming his state duties.

Daily Manna: Praying Aright - Friday 30, August 2013

Daily Manna: Praying Aright
Friday 30, August 2013
TEXT: PSALM 57:1-11

KEY VERSE: “I will cry unto God most high; unto God that performeth all things for me. He shall send from heaven, and save from the reproach of him that would swallow me up. Selah. God shall send forth his mercy and his truth” (Psalm 57:2,3).

Charles Spurgeon says, “a true prayer is an inventory of needs, a catalogue of necessities, an exposure of secret wounds, a revelation of hidden poverty.” When we pray, we make our desires known, express our helplessness and request for divine intervention in otherwise perplexing situations. And we receive answers to prayers when we pray aright.

In our text, the Psalmist earnestly sought for God’s intervention as he was confronted with a formidable situation in which only God could draw him out. He found himself inexorably drawn into a quagmire of temptation and sin in which he required the help and mercy of God to overcome. “I will cry unto God most High;” he says, “unto God that performeth all things for me.”

From time immemorial, man has attempted to hide his moral and material poverty by resorting to self-management in handling the challenges of life; but the reality has always been one of disappointment and frustration. No man can do without God, no matter how ingenious or powerful he pretends to be. No man is immune from the activities of Satan, and the evil machinations of demons and agents of the devil. This reality has made the need for earnest prayers more compelling. No true Christian can successfully triumph over temptations, trials and tactics of the enemy without deploying the enormous power that comes through prayer.

Intimate relationship with God along with confidence and faith in His promises will readily hasten His response to our prayers. Besides, while many of us are quick to pray, we often forget to praise God as the psalmist teaches us in this circumstance. Let us therefore learn to combine earnest prayers with sincere praise. This is the secret of praying aright, and praying for results.

THOUGHT FOR TODAY: Earnest prayer and praise often move the hands of God.

Power Privatisation: we have disappointed our Western Critics, says FG

• MO commences formal registration of NESI participants

• Begins handover of PHCN assets to new owners next week

Delighted by the level of progress made in its electric power privatisation programme, the federal government yesterday said the payment of 75 per cent balance of bidprices for successor generation and distribution companies created from the unbundling of the Power Holding Company of Nigeria (PHCN) had shamed pessimistic criticisms from western countries and institutions.

The government, through the Minister of Power, Prof. Chinedu Nebo, stated in Abuja, that doubts initially expressed by most western countries and institutions on the ability of preferred bidders of the PHCN assets to pay up for the assets had been proved wrong with unfolding events in the country’s power sector.

Speaking at a forum organised by the Operator of the Nigerian Electricity Market (ONEM), otherwise called the Market Operator (MO), to officially commence the registration of all licensed participants in Nigeria’s Electricity Supply Industry (NESI), Nebo explained that most western countries and institutions had prior to the payment of the bid amounts in the ongoing privatisation process noted that the country may not achieve the expected outcomes from the process.

Nebo, who was represented by the Permanent Secretary in the ministry, Mr. Godknows Igali, said: “Recent Events in the power sector have shown that Nigeria has the resilience to do the right things. Let me tell you that we have been meeting with western countries and they have continually expressed fears that the preferred bidders will not meet up with the payment for their acquired assets.

They said nobody out of the preferred bidders will be able to pay for the power assets, but now that has been proved wrong because the bidders have paid and it has been successful all the way.”

Igali equally noted that the western critics had as well pointed to the PHCN labour issues as one of the likely obstacles that may derail the privatisation process, adding that government had in this regard moved on to meet about 70 per cent payment of the severance components to members of the PHCN labour union.

“The big issue of labour also threatened the privatisation exercise and they pointed at it but as at today, we have paid-off at least 70 per cent of the workers of PHCN; we have paid off the severance components and will within next week start paying for the RSA (retirement savings account) components.

“We congratulate our brothers and sisters who have galvanised to invest in the power assets; this is an example of the Nigerian resilience. We hope to sign off protocols to handover the assets to the new owners next week, this shows that the NESI is going in for a big explosion,” Igali added.

Meanwhile, the Executive Director of the Transmission Company of Nigeria (TCN) MO, Mr. Evarestus Mogbo, earlier in his remarks, said the formal registration of market participants in NESI was part of the extant market rules, which the MO administers.

Mogbo explained that the MO has been mandated to amongst other roles, admit, register and maintain a centralised participants and contract register while at the same time prepare generation adequacy report to certify trading points for adequate metering.

He said: “This is a formal registration of the market participants, it is a crucial stage in the sector and this registration process commences from this time, all licensed market participants can now commence the registration.

“There are a number of conditions precedent required of the MO before the declaration of the transitional stage of the market. These include adequate metering of the trading points, provision of meter information register, development of market settlement software, preparation of market procedures and preparation of market registration/agreement formats as well as registration of all NERC licensed market participants.”

Nigerian subsidiary of Samsung Heavy Industries, Bradama International, has offered to train and employ 1,000 Niger Delta ex-militants, as part of the company’s way of keying into the Federal Government’s amnesty programme.

Chief Executive Officer of the company, Chief Bibopere Ajube, disclosed this in Ondo while conducting officials of Samsung Industries in inspection of the company’s facilities.

Ajube, who was part of the Niger Delta struggle said: “We were in this struggle together and I was spending every kobo I made to build this facility for my brothers from the creek and because I realised they needed to have livelihoods. So, I built this hostel to help them focus and have what to do with the rest of their lives.”

The ex-militants were mostly trainees at Bradama International, one of the few vocational centres recognized and accredited by the government.

FG, PHCN and TCN - THE NIGERIAN POWER SECTOR

FG engages Chinese firm to expand electricity transmission network

In preparation for anticipated increased activities in the electricity sector with the recent take-over of the assets of the Power Holding Company of Nigeria (PHCN) by private investors, the Federal Government has engaged Xian Electric Engineering Company Ltd, a Chinese firm, to expand the transmission lines to make for easier evacuation of electricity to consumers across the country.

The memorandum of understanding (MoU) on the project, expected to costs $500 million in the next two years, was signed yesterday by Chinedu Nebo, minister of power, and Ji jun Hua, general manager, Xian Electric.

This development is coming just as industry watchers and operators are calling on government to ensure that the Transmission Company of Nigeria (TCN) is run independently, devoid of politics.

According to them, the current privatisation exercise in the power sector will only be meaningful if government ensures that a viable transmission network is put in place.

Evacuation of generated electricity has been a challenge for the power sector and the country as a whole, as larger percentage of the transmission lines in the country are weak and and incapable of carrying clean power.

“The transmission facilities are not strong. Even if generation improves, where are the facilities to wheel them to the people? There are investors who are interested in investing in the sector, but the situation on ground is not encouraging,” says an operator, saying “the government should deploy serious funds for the strengthening of the transmission lines so that the recent investments made by the private sector concerns in the sector do not come to waste.”

Akinwunmi Bada, former chief operating officer of TCN, says government needs to commit fund to allow for easy flow of energy to consumers by plugging the gaps within the system. For him, while new transmission lines are being put in place, the old ones should be strengthened for maximum performance.

Also reacting, Akin Adetunji, executive vice chairman, Terra Energy Services Nigeria Limited, notes that one of the challenges to be faced by the new investors would include issues of transmission, adding that a lot of investment needs to be made to improve the transmission network.

Reuben Okeke, director-general, National Power Institute of Nigeria, says if the arrangement and plans on ground are well implemented there would be no reason why transmission would be an issue.

Goddy Duru, managing director, Power Tech, says there are backlog of issues that are plaguing the transmission lines and these must be resolved before there can be easy evacuation of power.

Beyond the physical expansion of the transmission lines, there are also concerns about the administration of the TCN, such as the constitution of the board for Manitoba, the management consultant to the TCN, being given a free hand to run the affairs of the company.

The board issue has been unduly delayed, and BusinessDay learnt that constituting the board had been bogged by the fact that government nominees were yet to submit their curriculum vitae. And this is holding back Manitoba from taking effective control of the TCN.

Under the agreement signed, the Chinese firm is expected to, according to agreed technical design specifications with the TCN and Manitoba, develop/upgrade, deliver transmission lines and build new sub-stations to evacuate electricity across the country.

Xian is also to provide reference manual and adequate training for Nigerian workforce in line with the local content policy, in addition to funding of the projects expected from the China Exim Bank. Negotiation for the project was part of the agenda of the President Goodluck Jonathan recent visit to China.

The terms of agreement expect that the Ministry of Power facilitate the acquisition of relevant data and reports for the conduct of required technical and economic studies for the projects by TCN, and also facilitate the identification and acquisition of suitable parcels of land ‘And Right of Way’ of the execution of the projects.

Also, the power ministry is to provide the Chinese firm with the technical details of TCN projects list to be implemented and facilitate the execution of needed commercial agreements, as may be required for the bankability of the projects.

The project will take off immediately, Nebo said, and assured that much of the work would have been concluded during the two year it will last.

“Manitoba, the management consultant to TCN, will be involved in the design and details of the project. Besides, Xian is reliable and is one of the leading firm in the world with vast experience in providing solutions in the transmission sub sector. The nation should look forward to a delivery of quality expansion work in the transmission unit,” he assured.

The funding of the project was discussed by Ngozi Okonjo-Iweala, minister of finance, during the recent presidential visit to China.

The Chinese firm shall be solely responsible for the funding of the projects from the China Exim Bank through the government of China. It is a concessionary loan and at a very low interest rate.

To Ji jin Hua, the engagement of Xian symbolises the strength of the relationship between China and Nigeria, assuring of high quality equipment in the implementation of the projects.

The Federal Government last week completed the sale of successor companies to the PHCN to private investors for better management to ensure improvement in the provision and supply of electricity across the country.

With that, there is expectation of increase of activities in the power sector, which the current transmission backbone would not be able to match up.

Apple, Samsung Not the Two Losers From Moto X

Apple, Samsung Not the Two Losers From Moto X

BY Bret Kenwell|08/08/13 - 07:34 AM EDT

Stock quotes in this article: AAPLGOOGNOKMSFTBBRY

Find out if (AAPL) is in Cramer's Portfolio.

NEW YORK (TheStreet) -- From all seams, Google's (GOOG_new smartphone, the Moto X, looks pretty sweet. While I'll admit that my iPhone has grown on me over the past two years, it's a situation that is bound to change one day and the Moto X is the first smartphone I've seen where I have actually considered it.

Google reportedly plans to spend about $500 million in marketing for the phone, quieting those who questioned whether or not the company was truly going to stand behind its new hardware.

Assuming the phone acts as well as it looks, the marketing push should really help fuel sales. I expect the phone to do well, but I don't expect it to come at the expense of Apple (AAPL_orSamsung.

Will some people avoid the next iPhone and forego the Galaxy S4 in favor of the Moto X? Of course. That's expected. But it's likely not the game-changer that will turn the smartphone market on its head.

Instead, Nokia (NOK_), Microsoft (MSFT_and BlackBerry (BBRY_will be the ones that feel the pinch. The Moto X, which starts at $199, could all but be the nail in the coffin for the struggling smartphone makers. If the iPhone and Galaxy remain the top two smartphones, the Moto X could become the third juggernaut of the group.

The Microsoft-Nokia partnership, which was meant to boost benefits to both companies, is falling flat. The Lumia has failed to gain any significant traction and as rival tech companies come out with better products, the task will not get any easier.

It's also quite troublesome for Canada-based BlackBerry as well. Retailers have recently slashed prices on the Z10 due to lackluster sales and management has shown during the company's most recent earnings report that shipments are not as high as they had hoped.

The pending success of the Moto X could be the additional ammo that's needed for those who are calling for BlackBerry's CEO Thorsten Heins and Microsoft's CEO Steve Ballmer to be dismissed from the respective companies if they ever plan on being serious contenders again.
